If you already have brand guidelines and just need a landing page built, hire a freelancer. You are buying execution, not direction. A senior freelance designer will be faster and cheaper than an agency’s minimum engagement.

If you have no design direction yet and everything you have built looks like a generic template, do not hire a freelancer first.
